Dopo aver letto su un post presente in un altro forum italiano, dell'uscita della versione Android-Mobile di un app ufficiale di SpeedTest.net, ho deciso di scaricare l'app gratuita dal Market e fare una bella prova, con la mia connessione Wind (offerta Mega1500).... ed ecco i risultati settando il Server di Geneve (CH):

Allora io ne ho fatto quasi una mania...
Mediamente con l'operatore 3 durante l'arco della giornata ci sono grosse differenze(anche quando avevo vodafone succedeva lo stesso solamente con valori un po' più alti) durante l'arco della giornata diciamo dalle 9 alle 21 arrivo a 1000-1300 in download e 1200~ in upload
La sera le cose cambiano in download la sera dopo le 23 il down arriva anche 3000kb/s , l'upload rimane uguale.
Le cose cambiano anche rispetto alla rom che hai installata.
Queste dipendono dal file build.prop nella cartella system
Se hai permessi di root puoi anche modificarli
in particolare dovresti aggiungere questa riga se manca.

Con l'upload ci sei ma in down sei messo "male" rispetto sempre alla linea.
Comunque prova a farla via 3G e vedi come sono i setting.
