E' possibile accedere al modem interno GSM del terminale per effettuare una chiamata dati ad un altro numero?

Che cosa intendi per chiamata dati ad un altro numero?
Non esistono "chiamate dati", se due device hanno entrambi connettività internet e hanno entrambi un indirizzo IP pubblico possono comunicare tra loro in modalità client-server o peer-to-peer.

Il problema è proprio questo, il modem gsm remoto a cui voglio connettermi non è un modem GPRS, effettua esclusivamente la chiamata dati a basso livello o la riceve, ma non implementa il protocollo IP. Diciamo che la connessione tra i due dispositivi si deve effettuare a livello 2 dello stack osi
